一.Administrative Regulations

The Administrative Regulations on Higher-Education Institutions Hosting International Students provide that:

1. Higher-education institutions shall make proper arrangements for international students' studies according to the institution's unified teaching plans and conduct instructions with consideration to the international students' psychological characteristics and cultural backgrounds. When necessary, higher-education institutions may adjust the compulsory and elective courses for international students without compromising teaching quality.

2. The Chinese language and China overview shall be made compulsory courses for international students in non-degree programs. Political theory shall be a compulsory course for international students majoring in philosophy, political science and economics, and may be exempted for students majoring in other subjects.

3. Chinese shall be the primary medium of instruction in academic programs designed for international students. Higher-education institutions shall provide supplemental Chinese lessons for international students whose Chinese language proficiency is inadequate for their field of study.

4. Higher-education institutions may conduct instructions in English or other languages in specialized courses for international students if the institution has the capacity to do so. International students attending non-degree programs in a foreign language are required to write their graduation theses in Chinese.

5. Higher-education institutions shall arrange for practicums and internships for international students. Such practicums and internships shall be in line with teaching plans and be integrated with those arranged for Chinese students. The locations of such practicums and internships shall conform to the applicable foreign-related regulations.

6. Higher-education institutions shall provide international students with the necessary learning conditions according to teaching requirements. International students requiring access to equipment and/or materials not covered in the teaching plans shall file an application, subject to the approval of the institution according to the related regulations and procedures.

7. Higher-education institutions shall perform student status management with regard to international students according to the applicable national regulations. Institutions shall file all dismissals and expulsions of international students with the provincial education authorities, and notify the China Scholarship Council in writing if the international student in question was enrolled under the national admission plan.

8. Higher-education institutions shall issue graduation certificates, completion certificates or education experience certificates to international students, depending on the actual status of their studies at the end of their programs. Institutions shall confer degrees upon students who have successfully completed their degree programs. If required, the institution shall provide a foreign-language version of the certificates.

二.Application Documents

1. Applicants shall fill out the Application Form for Self-financed Study in China (in duplicates).
Students who apply to CSC through overseas educational institutions or non-governmental organizations or individually must fill in and present this form, which can be obtained from Chinese diplomatic missions, or downloaded from the website of CSC (http://www.csc.edu.cn).

2. Highest diploma (notarized photocopy). If applicants are university students or already employed, applicants shall also submit documents of being university students provided by universities or on-post employees provided by employers.

3. High school transcripts for bachelor's degree applicants or transcripts for other categories' students (notarized photocopy).

4. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

5. Applicants for master's or doctoral degree studies and senior visiting scholars must submit two letters of recommendation in Chinese or English by professors or associate professors. Applicants who apply in China for master's or doctoral degree studies must submit the Admission Notice of the hosting university.

6. Applicants for studying music are requested to submit one cassette recording of the applicants' own work. Applicants for fine arts must submit six color photographs of personal works (two sketches, two colored paintings and two other works).

Applicants who apply to CSC for self-financed study in China must send their application documents by May 31.

三.Admission and Notification

1. Students who apply to CSC for self-financed study in China through overseas educational institutions or non-governmental organizations will be arranged into 94 institutions of higher education admitting Chinese Government Scholarship students. CSC will send the Admission Notice and Visa Application for Study in China (JW202) by July 31 to the overseas recommending organizations to forward to the students admitted.

2. For individual applicants, the Chinese institutions of higher education will directly send the Admission Notice and Visa Application for Study in China (JW202) to the admitted students by July 31.

四.Application

1. Applicants may apply to the China Scholarship Council (CSC) through overseas educational institutions or non-governmental organizations.

2. Applicants may apply to CSC directly.

3. Applicants may apply to Chinese institutions of higher education directly.

4.Categories of Applicants and Duration of Study

The duration of study of different categories' students:

1. Undergraduates: 4 to 5 years

2. Master's degree students: 2 to 3 years

3. Doctoral degree students: 3 years

4. There is no limit of study duration for Chinese language students, visiting scholars and senior visiting scholars.

五.Eligibility

1. Applicants must be non-Chinese nationals in good health.

2. Educational qualifications required:

a. Undergraduate applicants must hold high school certificate.

b. Master's degree applicants must hold bachelor's degree.

c. Doctoral degree applicants must hold master's degree.

d. Chinese language students must hold high school certificate.

e. Visiting scholars must have completed two years of undergraduate studies.

f. Senior visiting scholars must hold master's degree or hold academic titles of associate professor or higher.
